Certification introduction

JATE (Japan Approvals Institute for Telecommunications Equipment) certification is conformity certification of telecommunications equipment. This certification is aimed at Japanese communication equipment, ensuring that the equipment meets the Japanese "Electrical Communication Business Law." All wireless products connected to public telephone or telecommunications networks must apply for JATE certification. Simply put, JATE certification is Japan's network access certification.

JATE certification is a mandatory certification for Japanese public network telecommunications equipment. Japan ’s Ministry of Public Administration and Internal Affairs, Post and Telecommunications (MPHPT) stipulates in Japan ’s Telecommunications Business Law that Japan ’s telecommunications equipment is subject to mandatory certification. The telecommunications business law was established in 1985. Article 68 stipulates that MPHPT authorizes qualified agencies to implement the qualification recognition of technical conditions.

MPHPT authorizes JATE (Japan Approvals Institute for Telecommunications Equipment) as a qualified agency to implement accreditation, so we are accustomed to refer to the Japanese telecommunications equipment certification as JATE certification. For JATE approval, a certification mark needs to be affixed to the product. The certification mark uses a serial number. Approved products, applicants, products, certification numbers and other relevant information will be announced on the government bulletin and JATE website.

Generally speaking, the entry of telecommunications products into the Japanese market must meet the testing requirements of Japan ’s Telecommunications Law (JATE certification) and “Radio Wave Law” (TELEC certification).

The differences between JATE and TELEC certification are:

The scope of management and control is different: JATE certification is for communication equipment, and TELEC certification is for radio equipment;

The test content is different: JATE certification test signaling interactive test, TELEC certification is generally a radio frequency test;

The label characters are different: those with 'T' characters are JATE certification, those with 'R' characters are TELEC certification, as shown in the figure:

1. Technical Conditions Compliance Certification

Compliance certification of technical conditions includes type approval and stand-alone certification. The technical condition compliance certification ensures that telephone network equipment, wireless calling equipment, ISDN equipment, leased line equipment, etc. can meet the technical requirements (terminal equipment related regulations) formulated by MPHPT.

2. Technical Requirements Compliance Certification

Compliance certification of technical requirements includes type approval and stand-alone certification. Compliance certification of technical requirements ensures that wireless calling equipment, leased line equipment and other telecommunications equipment can meet certain technical requirements, which are formulated by telecommunication operators authorized by MPHPT.

Notes on JATE certification

1. The product must first obtain QDL / EPL certification;

2. The original documents must be sent to JATE in Japan;

3. The number of samples varies according to different types of products;

4. For ordinary telephone devices, as long as the JATE certification is required in accordance with the Telecommunications Business Law.
