On March 16, 2023, the State Administration of Market Supervision issued a notice, deciding to implement mandatory product certification (CCC certification) management for lithium ion batteries and battery packs used in electronic and electrical products, mobile power supplies, and power adapters/chargers used in telecommunications terminal products.
The announcement is as follows:
1、Starting from August 1, 2023, the designated certification authority will begin to accept CCC certification commissions for newly included products, and carry out certification work in accordance with the applicable standards listed in the Implementation Rules for Compulsory Product Certification, Information Technology Equipment, and annexes; As of August 1, 2024, those who have not obtained CCC certification and marked with certification marks shall not be allowed to leave the factory, sell, import, or use in other business activities. The directory of designated certification bodies and laboratories for newly included products will be announced separately.
2、The scope of CCC certification for newly included products is defined in the annex. Among them, for lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification for lithium-ion batteries and battery packs used in portable electronic products is being carried out first at this stage; For lithium ion batteries and battery packs used in other electronic and electrical products, CCC certification should be carried out in due course after the conditions are mature.
3、In view of the mandatory implementation of GB 31241-2022 "Safety Technical Specifications for Lithium Ion Batteries and Battery Packs for Portable Electronic Products" on January 1, 2024, in order to reduce the cost of obtaining certification for enterprises, a certification body is designated to carry out CCC certification for relevant products in accordance with this standard.
4、Designated certification bodies and laboratories should actively rely on existing conformity assessment results, reduce the burden on enterprises, and facilitate their certification, on the premise of controllable certification risks and ensuring certification quality.
Appendix:
What is CCC certification?
The so-called CCC certification is the Chinese mandatory product certification system, which is abbreviated as CCC (3C certification). As the "CCC" authoritative certification combining the National Safety Certification (CCEE), Import Safety and Quality Licensing System (CCIB), and China Electromagnetic Compatibility Certification (EMC), it is an advanced symbol of China's General Administration of Quality Supervision, Inspection, and Quarantine (AQSIQ) and the National Certification and Accreditation Administration (CNCA)'s international integration, and has irreplaceable importance. "All products listed in the compulsory product certification catalog that have not obtained the certification certificate from the designated certification agency or have not been affixed with certification marks as required are not allowed to be imported, sold ex factory, or used in business and service sites.". It should be noted that the CCC mark is not a quality mark, but only a basic safety certification.
Materials to be prepared for CCC certification application
1. Application for Compulsory Product Certification;
2. Application for certification of product instructions in Chinese;
3. General assembly drawing and electrical schematic diagram of the product;
4. Process flow chart of product applying for certification (provided during initial application or change);
5. List of key instruments and equipment for routine inspection (see Certification Implementation Rules Factory Quality Control Testing Requirements) (provided upon initial application or change);
6. Organization chart of the production plant (provided upon initial application or change);
7. Chinese nameplate and warning mark of the product applying for certification (in duplicate);
8. A copy of the applicant's "Business License for Enterprise Legal Person" or registration certificate (provided during initial application or change);
9. Description of the differences between various models of products within the same application unit;
10. Appearance photos of various models of products within the same application unit (in duplicate);
Other relevant information required when required (please provide CB test reports if any).
CCC Certification Process
1. Application acceptance
After the successful acceptance of the CQC application, the enterprise will issue a notice of acceptance to the applicant, notifying the applicant to send or send relevant documents and materials.
2. Data review
CQC reviews the applicant's information and notifies the applicant to send samples to the testing agency.
3. Sample reception for sample delivery
The applicant sends samples to the designated testing agency. After sample acceptance, the testing agency fills in a sample testing schedule and reports it to CQC, where the sample testing officially begins.
4. Sample testing
After the completion of sample testing, the testing agency will transmit the test report and other data to CQC.
5. Factory Review
For applications that require factory review, the Inspection Department organizes factory review.
6. Conformity assessment
The CQC certification engineer conducts a preliminary evaluation of the applicant's tasks. The conformity assessment personnel shall review the above results.
7. Certificate Approval
CQC issues a certificate.
8. Printing, receiving, sending, and managing certificates
After receiving the certificate, the applicant shall conduct management according to relevant requirements.
